Drowning in debt (since I don't have any water)

I work and I try very hard to be independent and until now I've managed to just get by. However today my water
was shut off and tomorrow my electric will be turned off too. My paycheck has not been adjusted to allow for the increase in price of the basic things that are needed to survive. Such as gas, food and utilities just to mention a few. I don't know how people who have been barely managing are expected to be able to continue on. How can we not be seriously affected financially?
If anyone can help me and my 9 year old daughter with $250.00 it would be very much appreciated.
Thanks for anything you can do.
